Please attend our next meeting & Membership Drive, Tuesday, October 16, 7:00 at the Harvard Avenue Baptist Church. City Planner Martha Schultz will conduct a program to assist FP in addressing our neighborhood immediate concerns. This is the meeting to bring parking, sewer, encroachment, crime, parks, and any other neighborhood-related issues to our attention. Ms. Schultz will outline citizen procedures in navigating through the city process, illustrate responsibilities and discuss the Planned Urban Development (PUD) codes. The City Planners will assist in identifying the core issues of the Quik Trip expansion. Parking and congestion issues due to businesses along 15th is also on the agenda. A very brief overview of the Comprehensive Plan will be introduced. After the meeting, all Committees are asked to meet for ten minutes. Doors open at 6:30 for visiting.
Goals:
- revitalize our neighborhood association to address issues such as street lighting, sidewalks, park maintenance, a historical designation and other issues
- elect officers
- designate block captains
- develop committees for association issues, newsletter, web site and historical designation
- raise money for the Neighborhood Association through voluntary dues
Fall Festival
Continuing our tradition of fall festivals, we are happy to announce the Fall 2007 Festival: Saturday, November 3 at Pratt Park from 11:00 am to 3:00 pm.
The first Florence Park Annual Festival was held in 1991. Spring and Fall Festivals were held on a fairly regular basis for over ten years. Lives changed, neighbors moved, kids grew up and the festivals diminished. One of the very first questions folks asked as the Association came out of dormancy was "When is the Fall Festival?" Join old and new neighbors at Pratt Park for an afternoon of visiting, food and fun! Your association will provide hot dogs, drinks, music, a Jupiter Jump and kiddy crafts and games! Pot luck side dishes and desserts are provided by you, the residents.
Bring your own chairs, and visit with neighbors while enjoying our very own Jazz musician Brian Lee & his Band. There will be displays from various groups. Resident artists, gardeners, and others interested in sharing their delights can contact the Fall Festival committee at: FlorenceParkAssoc@yahoo.com or Colette Grayson (chair) at 712-9440 to arrange space.
The Fall Festival Committee welcomes input and help - We know there are kiddie games lurking in basements and garages - so dust them off and let the Committee know about them! Folks are needed for set up, tear down and a variety of other tasks! The 2007 Fall Festival Committee includes Colette Grayson (Chair), Mollie Nunn, Cole Thomas, Mimi Bentley, Diedre Roberts, Loretta Brophy, Liz Wright, Brian Lee, Lisa Lee, Pete Sandman, Sharon Cotner, Clarice Pike, and Liz Jones. We are taking reservations by phone, email and at the October meeting. Help us buy the right amount of food!

There is room for 15 members on the Board of Trustees -- please contact Liz if you’d like to participate! Committee chairs generally serve as a Trustee, although that’s not required by our bylaws. You must be a resident of Florence Park to serve as a Trustee.
Block Captains
Thank you to all who have volunteered! Only eight blocks remain uncovered. Two captains per block is ideal. Essential duties are to distribute the newsletter, communicate with the Benevolence committee, and represent FPNA to your neighbors!
Obviously, block captains are needed for the blocks for which no name is assigned. Please volunteer!
Being a block captain is a great way to meet your neighbors. It’s the easiest distribution method for the newsletter. You’ll get good exercise while contributing toward YOUR neighborhood association and you’ll also get a chance to chat with the neighbors on your block!
Also it would be nice if block captains could report when new neighbors move in, so we could welcome them in the newsletter.
Think about all the ways you could benefit our association in your important role as block captain. Thank you to those who have volunteered!

Quik Trip Update

Chuck Babst and I (Doug Lance) attended a meeting at City Permits 8/27 between QT and City Engineers. The room was full of engineers from various departments, traffic, sanitary sewer, storm water drains, fire, etc.
The sewer guy indicated they needed a 20 ft easement around the sewer line. Most of you may not have known that a sanitary sewer line runs under QT from east to west, it then runs under one of the duplexes (the north one), then continues under my house and goes to a connection over in Florence park somewhere. QT is rerouting the line on their property to make it jog north to run along the north side of their property, then drop south again to join up to the existing line. This allows them to get the line out from under their building. Interestingly enough, the section that runs parallel to Gary Place for a ways (running south) creates a problem for them. The engineer doesn’t seem to want the retaining wall they will build on the west side of their property to be on the 20’ ft easement. The sewer line would run thru the middle of the easement. So, if you can imagine a 20 ft strip running along the west property line parallel to Gary Place, the sewer line would be in the middle of that till it intersects the existing line which then turns west again and runs west under my house. To keep the wall out of the easement they would have to either put the wall on the property line (might not even be allowed) or 20’ back from the property line. When I questioned Dix about this after the meeting he indicated he foresaw the western wall being 20’ back from the prop line. That is good news for us I believe since we wanted it set back anyway. . They could run the sewer line out into the street before jogging south again. That would place the short north/south section of the line in the street (Gary Place), but QT would have to pay for all the work done on the street, I don’t know if they would view that favorably or not. We will see what QT comes up with when they revise their plan. If they put that section of the sewer line in the street that would move the easement off the west edge of their property and give them more flexibility about where they place the retaining wall.
The other issue that came up was along Harvard. The traffic guys want to take another 18 ft off their front area to create a right turn lane as you are heading south on Harvard. This squeezes QT of the front side of their plan while the sewer easement seems to squeeze them from the back.
So, at the end of the meeting QT was going to go back to the drawing board and revise their plan. We have not seen a revised plan and probably would not until John Dix gets back from Sabbatical (Oct 1).
